Environmental Risk Assessment with GIS

This project is designed to study the use of a Geographic Information System (GIS) and a Decision Analysis Framework in risk-based decision-making. We are using the Marcus Hook Refinery located in Marcus Hook PA as a case study for this investigation. Marcus Hook is in the southeast corner of PA along the Delaware River fairly close to Philadelphia. The refinery is almost a hundred years old, and it was owned and operated for many years by British Petroleum Exploration and Oil before BP sold it about three years ago. BP undertook responsibility for the environmental conditions that existed at the time of the sale and responsibility for any remedial action required based on those conditions. The facility is very large, about 400 acres; it is complex, and several regulatory programs have jurisdiction over the corrective action.
