Fidel Saenz de Ormijana holds a degree in civil engineering from the Polytechnic University of Madrid (Spain) as well as M.S. and Ph.D. degrees in civil engineering from The University of Texas at Austin. He has 40 years of design experience, both in the water resources and transportation fields, spanning several continents, including 16 years of practice in North America.

In his present position as Ferrovial Construction’s chief technical officer, he has overall responsibility over the engineering and technical side of all the company’s activities worldwide, both during the tender and final delivery phases of projects. As a member of the Board of Directors, he heads the in-house Engineering Services Organization with 200+ staff located across four continents. He has authored over twenty publications and has been active in academia, including six years as a professor in the College of Civil Engineering (Polytechnic University, Madrid).

His major areas of expertise are hydraulic and dam engineering, civil and roadway design, and design and value engineering management, especially in the context of public-private partnerships and design-build projects.
